Минусы: скорость (я выбирал локацию , когда они еще не так сильно расширили географию), не быстрый, но мне хватило для моих целей.
Часто выдают IP - который в черном списке (пытался как-то решить с поддержкой - заглохло).
Сервера действительно иногда были недоступны, я не сильно слежу за этим делом.

Техподдержка отвечает коротко и по делу, довольно быстро. Сами сбои ранее происходили весьма часто, однако, за последние несколько месяцев серверы отключались лишь во время плановых работ, о которых уведомили заранее.
Цены на тарифы адекватные, стандартные образы ОС разворачиваются быстро и без ошибок. Хотя, один раз поймал зависание во время разворачивания CentOS 8. С CentOS 7 и производными проблем никаких не было. Кстати говоря, выбор стандартных образов весьма обширен.
К сожалению, не на всех «регионах» есть возможность создавать «снимки», т. е. снапшоты. Например, в Нидерландах – можно, а вот в Финляндии – нет.
Как я и говорил ранее, трафик – безлимитный. Однако, находясь на самом «бюджетном» тарифе, иногда наблюдаю значительные просадки скорости, но не очень часто.
Выбрал именно данный хостинг, поскольку за весьма приемлемую цену, есть возможность арендовать виртуалку за границей, при этом, получая безлимитный трафик, неплохую производительность, и что самое главное – компетентную техническую поддержку.

I tried downloading a file from Russia via wget, the speed was 40-60 MB/s, which means about 320 Mbit/s+. The channel is good enough, but you shouldn't expect 10 Gbit.
10 Gbit is divided between several participants, plus the general highways to Russia are not known how fast. I can't see the load on them. But the server and its data center are clearly not the weak link here.
Powerful processors in Finland are Intel E5-2697A v4, although the FAQ on the website indicates Intel Xeon E5-2680 v2, which is a little worse: they haven't updated the information, or there are both.
Core power according to console sysbench: about 800 events per second. For comparison, on other rented machines I have 566 and 653. On another one, where the AMD Ryzen 9 5950X processor is 4496, which is noticeably more. But 800 is quite enough, the main thing is that they are stable and do not decrease much from neighboring VPS.
2 cores should be enough for encryption of about 500 Mbps, depending on what methods. Being near Moscow, I tried through already connected VPN Wireguard, VLESS without encryption, and with encryption. In all cases I could get 90 Mbps. Since my tariff allows a maximum of 100 Mbps, you should not expect more. On my other VPNs, such a good result was not obtained, although there was only 1 core, and other countries like the Netherlands.
In general, broadband channels are apparently not something that data centers or server providers manage. I don’t even know who maintains and pays for them. But PQ Hosting does well here and can provide quality in order to choose data centers with a good connection (Tier 2-4). I also think they have enough equipment so that new clients do not take resources from old ones. Sometimes it is necessary to expand capacities, monitor the load. Considering the scale and seriousness of the company, I think that they are doing well with this, although I do not know if they publish information about this anywhere. The end client does not see the total load on the channel, the physical server. Although the expected Internet speed between countries can be roughly estimated using tools like Looking Glass.
Obviously, PQ Hosting also has large corporate customers, so my VPS for 600-1000 rubles per month takes up a very small share there. But the quality obtained is worth the money paid.
Prices for VPS start from 200 rubles. I would not advise taking such a thing, because for such a price we often get overloaded processors and communication channels. In the end, it may not be 1 core, but 25% of the power of one core, especially during peak hours, and instead of 1 Gbit there will be only 20-30 Mbit free to Russia. So it is better to pay a little extra and get good quality. I think that taking into account the price of equipment, electricity, rent and services, 600-1000 rubles per month for them is a very small part of the budget.
Overall, I am happy with everything. I have accumulated some experience working and setting up VPN servers, and now I prefer to have at least 2 cores, 2 GB of memory for this. Although 1 core can handle a channel of about 100 Mbit, the main thing is that it is free.
